My Bmw 318ise 1999 Is Not Starting Every Thing Window Wiper Ac Lights Signals Are Working But Engine Is Not?

starting there is a wire out of iggnition electrician said it cabn be immobilizer.
i lost the key and get it from the bmw parts shop they said it starts your car stright away this key come with out immobilizer what shell i do?

    if you turn the key and nothing happens.its ether the starter motor or if its auto. the inhibitor switch,
