My 1990 Bmw E30 Air Conditioner Fan Switch Only Turns On The Fan When I Switch It To 4. Is The Switch Bad Or?

Nothing happens when I switch it to 1, 2 or 3. It only turns that fan on at the maximum setting.

    Check the blower motor resistor.
